Arthur W. Ospelt

Arthur W. Ospelt,79. of Pennellville passed away peacefully Tuesday at University Hospital after a battle with cancer. Art was born in Syracuse and resided most of his life in Pennellville. He served in the US Army from 1956-1957 and was a graduate of Canton A&T University. He served as Schroeppel Town Supervisor from 1970 to 1990. Art was named Oswego County Director of Public Works until 1990 when he appointed Oswego County Administrator. He retired in 1996 and then was re-elected to the County legislature in 2000 and was still serving the 12th district. He was a lifelong communicant of St. Stephen's Church, Phoneix
Art was a member of the NYS Draft Horse Club, NYS Percheron Association, North Country Draft Horse Club. He also was a member of the Arion Singing Society and Stein Club.

Art is survived by his wife of 56 years former Marianne Noldan, two sons Arthur (Sue) Ospelt, of Binghamton, Kurt Ospelt, of Pennellville, a sister Rosemary (William) Hess, of Syracuse, four grandchildren, two great grandchildren.

Mass of Christian Burial 10:00am Friday in St. Stephen's Church, Phoenix, Burial in Pennellville Cemetery. Calling are Thursday 3-7 pm at St. Stephens' Church 469 Main St. Phoenix.

Dear Marianne, Art and Kurt:

So sorry to learn of Art's death, he was always such a vibrant guy. Have known him in the draft horse world for so many years. No matter where and when you asked him to help out at a draft horse function, he was always there with good humor and enthusiasm.

We will miss him very much as a friend and a fellow Percheron breeder.

Marianna, Art, Kurt and family,
We are very sad to read about Art. I have alot of great memories both professional working for Art and personal with Dad's involvement with the horses. I was saddened to hear of Arthur's passing from friends & family in the Syracuse area on Friday. I met Art when we were in the freshman class together at Phoenix HS in 1948. We played on basketball & football teams at PHS until I left after our Junior year to go elsewhere. He was a delightful guy who who I enjoyed those experiences with for 3 years. After moving to California in 1962, I didn't see him afterwards until 3 or 4 years ago when I went to some of the breakfast gatherings at Larkins in Phoenix while visiting back in CNY.
Marriane, Arthur, Kurt & Rosemary; he was a guy I was proud of having known as a friend during the comparatively few years in question. God Bless his soul and the best to all of you. JACK LAKE

My sympathies to you on the passing of a true gentleman. Art worked with me at the NY State Fair Horse Show for many years and he was always a bright light in the day.

Marianne,Art,Kurt Our families have been friends for many years and we are saddened by Art's passing. I was priveliged to have been by his side for over 20 yrs. in Town Gov't. When ever a problem arose his approach to the solution was always "what is best for the people". He will be missed.

My sympathy to Art's family. I have known Art for may years and he was a man of his word; when I served as Hastings Supervisor we turned over our land fill to the county on Art's word. I served as a county legislator with him and have found memories. He ground feed for us and my dad sowed the feed bags in half because Art would fill them so full we couldn't lift them; I remember when he won his first election; the next day he was at our place grinding feed and he won by two votes, he was pleased he had two extra friends. Our payers are with Arts family, he was a giant of a man with a gentle soul.

We bought our 1st Percherons from Art - it was Millie & Lilly and Milly has been our best horse ever - we love her. We always looked forward to visiting with Art every year at the Cortland Horse sale and had a long visit with him in Oct. We are very sorry to learn he & his wife have both passed - may they both rest in peace. Our prayers are with their family.

Dear Art and Kurt,

We grieve with you as you've lost two parents so close together. Your Dad was a hero to me, always seemed larger than life--a gentle giant. As a teenager, he was an encouragement to me , really, just by taking an interest in my life. I always thought he was a good neighbor and I could count on him to be a "straight shooter", whether I agreed or not. Pennellville, Schroeppel and Oswego County are better places because of Arthur Ospelt. God bless your families as you heal from this loss.
